A test strategy is an outline that describes the testing approach of the software development cycle. It is created to inform project managers, testers, and developers about some key issues of the testing process” 

However “A test plan is a document detailing a systematic approach to testing a system such as a machine or software

The Test Plan document on the other hand, is derived from the Product Description, Software Requirement Specification SRS, or Use Case Documents and A Test Strategy document is a high level document and normally developed by project manager. This document defines “Software Testing Approach” to achieve testing objectives.

Test Strategy is the long term goal, the product needs to achieve, w.r.t expectations, deviations, defects

Test Plan is an approach how to get there, it would define various types of testing activity that would be conducted on the product with schedule, efforts and infrastructure to get there
